Developer To Create Resume Scanning Web Application

I am looking for someone that can create a cloud-based web application similar to Click to view. The user would need to log into the application from their internet browser, just like Jobscan.
This web app will be a resume scanning app. A user will upload their resume to it, and then upload a job description, and the app provides information on how good of a match their resume is for the job, as well as offer points to improve their resume.
If you try Jobscan, you’ll see what I mean.
This web app will need to compare the job listing to the resume. My understanding is that it works by having the web app query an existing repository of keywords, then searches the job listing for those keywords, and then searches the resume to see how many of those keywords are present.
I have a video demonstrating how I want this web app to work. But if you go to Click to view and try a free resume scan yourself, the result of that scan is exactly what I want my web application to do.
I wasn’t sure what a reasonable monthly rate for this project is, so I’m open to paying more if necessary.
In addition to my requirements as outlined in the video, the biggest goal is for this app to be self-service to the end user. So that does mean a few things:
– New users need to be able to create a login for themselves. I hear that single-sign-on through something like their Google account can make this simpler from a development perspective. If that’s make things easier, then that is fine.
– New users should be granted a small amount credits upon sign up.
– The app will need to have the ability to process transactions so that existing users can purchase credits for additional scans.
