Job Description

We are looking for a highly-experienced Contracts & Grants Accountant

Shift Schedule:
8:30 AM – 5:30 PM Pacific Time Monday-Friday with 1 hour unpaid lunch break

Qualifications:
-Bachelor’s Degree in Accounting or related field
-Strong knowledge of United States Code Federal OMB CFR-200 Grant requirements. 
-Knowledge of GAAP Accounting practices and procedures.
-Knowledge of various government agencies and systems and how to effectively navigate these various systems for proposal submission and payment processing.
-Knowledge of Vena, Concur and MIP software a plus.
-Experience working with federal grants or cooperative agreements.
-Experience with creating fiscal budgets.
-Demonstrated experience evaluating internal controls.
-Experience in cost accounting and financial management systems.
-Experience working in non-profit accounting, a plus.
-Intermediate skill level user of Microsoft Office applications including Word, Excel and PowerPoint. Advanced Excel skills including formula writing, a plus.
-Ability to learn new software, troubleshoot issues, and provide user training/support.
-Possess personal initiative and work collaboratively as a member of a diverse, multi-cultural team.
-Superior analytical and problem solving skills and the ability to exercise effective professional judgment.
-Strong interpersonal, communication, and writing skills Ability to effectively collaborate with internal teams and influence
budget decisions.

Responsibilities:

*Financial Administration: 60%

– Administer contracts and subcontracts and grants
-Ensure all designated fiscal reports are prepared and submitted in accordance with contract or grant requirements.
– Verify general ledger detail accurately reflects program activity and submit accurate invoices to ensure we receive timely payments.
-Prepare and submit contract & grant reports, as required.
– In collaboration with finance team, maintain appropriate documentation of contract balances and expenditures and manage calendar to track grant requirements and deliverables.
– Maintain contract files (e.g. contracts, correspondence, modifications, and data deliverables) in accordance with government regulations and policies.
– Compile and organize receipts and timesheets for all contract invoices that require documentation.
– Act as liaison with designated funders on all financial matters.
-Negotiate agreements, contract terms, modifications, and manage all contract related documentation.
-Review and approves budgets submitted to external agencies. Set up mechanisms to track and report on an ongoing basis.
-Review vendor contracts for compliance and recommend modifications as needed.
-Responsible for ensuring that payments to sub-recipients and vendors comply with grant requirements.
-Review and provide approval for specific sub-awards.
-Preparation of subcontractor contracts and review, maintaining e-files and tracking systems, and preparing monthly schedule of payments to subs with $25K indirect inclusion.

*Budgeting: 30%

-Collaborate with cross-functional teams developing proposals to ensure budgets are realistic, and narratives are in line with the budget. Establish budget requirements, ensure budgeting standards are met, and determine how to monitor and report use of funds to awarding agency.
-Develop relationships internally and externally to foster understanding and effective communication of programs and their relevance to the outcomes in the strategic plan.
-Partner with program staff to ensure funding is used in optimal way, including timing of releases and to strategically direct project resources.
-Attend periodic meetings with finance and program staff to review spending against contracts and grants, complete budget updates, and schedule invoicing.

*Accounting Functions: 10%

-Manage the tracking and accounting for fixed assets and other real and personal property.
-Assist with annual insurance renewals and liaison with insurance broker to approve insurance provisions of contracts and obtain COIs.
-Monitor and review restricted grant funding and contract billing to prepare monthly revenue recognition and release-from-restriction journal entries for Controller’s review.
-Assist in maintaining and developing the internal ACCESS contracts database.
-Generate e-files through binder application for all contracts and grant files.
